Works great! Never had to use their charge back feature, but the wallet works wonderfully. Never had a problem with using prepaid cards with it.

PayPal has too many rules; they consider everyone a scammer or criminal, and their rules are not clear; they banned my account for transacting $100 on my first try, and I couldn't get the account back. I would not recommend PayPal for anything.

I'm in between on whether I'd recommend PayPal. When filing a claim with them to dispute a transaction, the process can take up to 30 days. I feel that's a bit excessive, especially if it's a larger dollar amount. I also don't like the high fee to send money to your account. I do like the convenience of it though.
