The National Taxpayer Advocate (NTA) is an independent office within the Internal Revenue Service (IRS) that helps taxpayers resolve problems with the IRS and recommends changes to the tax system. The NTA is appointed by the Commissioner of the IRS and reports directly to Congress. The NTA is responsible for identifying and addressing systemic issues that impact taxpayers, and for providing an independent voice for taxpayers within the IRS. The NTA also assists taxpayers by providing them with information, assistance, and representation in disputes with the IRS. Additionally, the NTA also releases an annual report to Congress outlining the most serious problems facing taxpayers and recommending legislative and administrative solutions to those problems. The NTA also provides recommendations to the IRS and Congress to improve the tax system and the rights of taxpayers.
